Collective impact cases are situations where people collectively bring about a morally significant outcome by each acting in a certain way, and yet each individual action seems to make no, or almost no difference to the outcome. Intuitively, the beneficial or harmful outcomes give individuals moral reason to act (or refrain from acting) in collective impact situations. However, if the individual action does not make a difference to the outcome, it is not clear what those moral reasons are. The problem (...) of collective impact is the challenge of identifying such moral reasons. Julia Nefsky has presented an account of how an individual action can help without making a difference – call it the Helping Account – that claims to provide a general solution to the problem of collective impact while avoiding problems faced by previously suggested solutions. I present an internal critique of Nefsky’s work. First, I argue that, based on the problems that Nefsky has raised against previously suggested solutions, three success conditions for a general solution to the problem of collective impact can be formulated: The Weightiness condition, the Generalizability condition, and the Connectedness condition. Second, I argue that the Helping Account fails to satisfy the three success conditions, thereby failing, by Nefsky’s own standards, to provide a general solution to the problem. (shrink)

Many people are worried about the harmful effects of climate change but nevertheless enjoy some activities that contribute to the emission of greenhouse gas (driving, flying, eating meat, etc.), the main cause of climate change. How should such people make choices between engaging in and refraining from enjoyable greenhouse-gas-emitting activities? In this chapter, we look at the answer provided by decision theory. Some scholars think that the right answer is given by interactive decision theory, or game theory; and moreover think (...) that since private climate decisions are instances of the prisoner’s dilemma, one rationally should engage in these activities provided that one enjoys them. Others think that the right answer is given by expected utility theory, the best-known version of individual decision theory under risk and uncertainty. In this chapter, we review these different answers, with a special focus on the latter answer and the debate it has generated. (shrink)

The desire-satisfactionist defense of the existence of posthumous harm faces the problem of changing desires. The problem is that, in some cases where desires change before the time of their objects, the principle underlying the desire-satisfactionist defense of posthumous harm yields implausible results. In his prominent desire-satisfactionist defense of posthumous harm, David Boonin proposes a solution to this problem. First, I argue that there are two relevantly different versions of the problem of changing desires, and that Boonin's proposed solution addresses (...) only one of them. Second, I argue that modifying the underlying principle is a better approach to overcoming the problem of changing desires since it addresses both versions of the problem. I defend this approach against objections by showing that the problems raised are problems for the principle as a general theory of harm, not for the principle as part of the desire-satisfactionist defense of posthumous harm. Feminist science studies have given scant regard to non-human animals. In this paper, we argue that it is important for feminist theory to address the complex relationships between humans and other animals, and the implications of these for feminism. We use the notion of performativity, particularly as it has been developed by Karen Barad, to explore the intersections of feminism and studies of the human/animal relationship. Performativity, we argue, helps to challenge the persistent dichotomy between human/culture and animals/nature. It emphasizes, (...) moreover, how animality is a doing or becoming, not an essence; so, performativity allows us to think about the complexity of human/animal interrelating as a kind of choreography, a co-creation of behaviour. We illustrate the discussion using the example of the laboratory rat, who can be thought of both in terms of a materialization of specific scientific practices and as active participants in the creation of their own meaning, alongside the human participants in science. There are three, intertwined, senses in which we might think about performativity - that of animality, of humannness, and of the relationship between the two. Bringing animals into discussions about performativity poses questions for both feminist theory and for the study of human/animal relationships, we argue: both human and animal can conjointly be engaged in reconfiguring the world, and our theorizing must reflect that complexity. As a feminist updating of Foucauldian analysis, the article makes the point that ‘the lesbian’ was not significantly exposed or seriously interpellated by Danish official discourse until the political debate on new reproductive technologies and reprogenetics accelerated at the end of the 20th century. In the 1990s, the debate thus constructed ‘the lesbian’ not only as an ‘unnatural mother’, but also as heiress to the monstrous figure of the ‘mad scientist’ whose tampering with the embryo had stirred the political mind (...) in the previous decade. Deeply worried by developments in biotechnology, many politicians felt they should protect the embryo from this sinister scientist, and, subsequently, the innocent child from the monstrous lesbian. Both individuals and governments around the world have willingly sacrificed a great deal to meet the collective action problem posed by Covid-19. This has provided some commentators with newfound hope about the possibility that we will be able to solve what is arguably the greatest collective action problem of all time: global climate change. In this paper we argue that this is overly optimistic. We defend two main claims. First, these two collective action problems are so different that the actions (...) that individuals have taken to try to solve the problem posed by Covid-19 unfortunately provide little indication that we will be able to solve the problem posed by climate change. Second, the actions that states have taken in response to Covid-19 might—if anything—even be evidence that they will continue to fail to cooperate towards a solution to the climate crisis. (shrink)

The possibility of extraterrestrial intelligence (ETI) exists despite no observed evidence, and the risks and benefits of actively searching for ETI (Active SETI) have been debated. Active SETI has been criticized for potentially exposing humanity to existential risk, and a recent game-theoretical model highlights the Hobbesian trap that could occur following contact if mutual distrust leads to mutual destruction. We argue that observing a nearby ETI would suggest the existence of many unobserved ETI. This would expand the game and implies (...) that there may be a mechanism that prevents ETI from attacking us. As a result, the Hobbesian trap would be avoided if both parties assumed the other is not likely to attack. (shrink)

Using optical add–drop multiplexer/remover multiplexer (OADM), it is possible to add or remove wavelengths and change or route them through the various nodes and networks. At this moment, key problems in add–drop multiplexer (ADM) are the bandwidth, modulation format, and reuse wavelength. In this article, the Optisystem software simulation is used as a platform to design, test, and verify the method applied to the current work; the OADM is proposed based on the metro network to get distribution between nodes over (...) a transmission link; OADM analysis was presented with four channels (193.1, 193.2, 193.3, and 193.4 THz) at total bandwidth of 1.6 Tb/s, none-return-to-zero (NRZ), and return to zero coding types. Experiment one shows that the average output power is −17.997 dBm, the average drop power is −17.997 dBm, and the average add power is −18.338 dBm, the average gain is −0.0429 dB, the average noise figure is 0 dB, the average power input signal is 10.679 dBm, the average of power output signal is 10.633 dBm, and the average output optical signal-to-noise ratio (OSNR) is 0 dB, However, the second experiment shows that the average output power is −24.238 dBm, the average drop power is −24.288 dBm, and the average add power is −24.753 dBm, the average gain is −0.0417 dB, the average noise figure is 0 dB, average power input signal is 7.691 dBm, average of power output signal is 7.677 dBm, and the average output OSNR 0 dB. The system supports four input channels, four add channels, four output channels, and four drop channels. The results are acceptable after three spans of Solitons fiber with 600 km length, 200 km for each span. Nonetheless, it is believed that it is well justified to adopt these schemes in the current optical network with a low cost for overall expenditure. (shrink)

It is only in the last few decades that analytic philosophers in particular have begun to pay any serious attention to the topic of life’s meaning. Such philosophers, however, do not usually attempt to answer or analyse the traditional question ‘What is the meaning of life?’, but rather the subtly different question ‘What makes a life meaningful?’ and it is generally assumed that the latter can be discussed independently of the former. Nevertheless, this paper will argue that the two questions (...) are indeed connected, and that identifying and expanding upon the most plausible analysis of the former will provide the resources necessary to determine the most plausible answer to the latter. Specifically, this paper will argue that the traditional question is simply a request for the information which constitutes a coherent answer to one or more of a certain set of questions regarding human existence that were salient to the asker. In simpler language, the meaning of life itself is the information a person needs to make sense of it. This analysis can then also be applied to individual lives, such that asking for the meaning of X’s life is an analogous request for the information necessary to make sense of that life in particular. Running with this concept of the ‘meaning’ of something as its ‘sense’, the paper then outlines an accompanying theory of ‘meaningfulness’ as ‘sensefulness’: a measure of the richness of certain aspects of the life, multiplied by their intelligibility. Türkiye'nin Somali ile ilişkileri, dönemin başbakanı olan Türkiye Cumhurbaşkanı Recep Tayyip Erdoğan'ın 19 Ağustos 2011 yılında şiddetli kuraklıktan ve iç savaştan etkilenen Somalilere destek olmak amacı ile bu ülkeye düzenlediği resmi ziyaretin ardından gelişmeye başlamıştır. 2011'den sonra Türkiye, Somali'ye en büyük insani yardım kampanyalarından birini başlatmıştır. Türkiye, Somali'de sadece bir yumuşak güç politikası geliştirmekle kalmamış, aynı zamanda bir sert güç politikası da uygulamaya (...) başlamıştır. Bu kapsamda Türkiye, 2012 yılından bu yana hem Ankara’da hem de Mogadişu'da yüzlerce Somalili asker ve polise eğitim vermektedır. Aynı zamanda Türkiye, 2017 yılında yurtdışındaki Türkiye’nin en büyük askeri üssünü Somali'de açtı. Bu araştırma, Türkiye'nin Somali'de güvenlik politikasını derinleştirmesinin ardındaki nedenleri ve dinamikleri incelemekte ve Türkiye'nin güvenlik politikasının Somali için ne anlama geldiğini tartışmaktadır. Araştırma, sosyo-kültürel, ekonomik ve jeopolitik dahil olmak üzere Türkiye'nin Somali'ye yönelik güvenlik politikasını yönlendiren faktörlerin bir kombinasyonu olduğunu savunuyor. Ilhan Inan’s (2012) approach to curiosity is based on the following central theses: (i) for every question asked out of curiosity there is a corresponding term (definite description) that is inostensible for the asker (its reference is unknown) and that has the function of uniquely identifying an object; (ii) the satisfaction of curiosity is always in the form of com- ing to know an object as falling under a concept. This model primarily covers curiosity as our search for empirical (...) objectual knowledge. In my critical reflections, I explore some phenomena of non-objectual curiosity which are left out or at least not sufficiently explored by Inan: curiosity as the search for explanation and understanding, and meta-curiosity— curiosity about the very representations, i.e. how to conceptualize a certain problem, and what defi nite descriptions to use in the first place. Young children are prolific question-askers. The growing ubiquity of voice interfaces (e.g., Apple’s Siri, Amazon’s Alexa), as well as the availability of voice input in search fields, now make it possible for children to ask questions via Internet search when they are able to speak clearly, but before they have learned to read and write, typically between 3 and 6 years of age. The prevalence of voice search makes it important to understand children’s changing conceptions of digital devices as a (...) source of information and the role of technology-mediated question-asking in development. While limited research has focused on young children's use of voice interfaces, reviewing two related bodies of literature sheds light on how this use might unfold. This paper brings together studies of how children look for information, and of how they perceive and understand the informational and social roles of technology, drawing on human-computer interaction research. We conclude by highlighting lines of questioning for future work on younger children’s interaction through voice search. (shrink)

I argue that the love of wisdom can be recovered by reawakening in humans the genuine sense of wonder, i.e., by recovering the transformed condition in which humans experience philosophical asking as a meaning-bestowing and existentially-transforming phenomenon. Wonder in this sense is primarily a metaphysical and not psychological state, and it is evoked by the transforming phenomenon of philosophical asking. Philosophical asking is not reducible to a something, e.g., a sentence in question-form, that provokes the setting up and critique of (...) theories but rather is essentially a way of existing, a dwelling, that is marked by the astonishment of watching the world, and ourselves, open up and transfigure by our very asking, i.e., by our existing as askers.
